Problem: Bant is dominating the local metagame
Solution: Kill it with fire. Or, in this case, a Blightning Beatdown deck.
Any and all criticism welcome, as this is the first time I'm trying to construct anything RB aggroish in Highlander.

Maybe it's a dumb question but why is Bant dominating your local meta?

Which other decks are being played at your area which fail against bant?

And final question what kind of Bant decks are being played(Decks with exalted theme, aggrocontrol, aggro decks, Midrange-control decks), and what makes them so powerful for a Domination?

To your posted deck: I think you play far too much spells with 3 or 4 or more mana. For a beatdown aggro strategy you need much 2 drops and efficient one drops.
Especially Phyrexian Arena didn't look like a aggro card. Banefire is also a midrange card.
You should play Cards which need 2 black or red mana cost only if they are really good(here meaned card whith CMC2) : Stigma Lasher, Blood Knight, Black Knight such cards wouldn't fit in this category.

Here a few cards which you can think of adding to your deck:

// Creatures

1 Drops:
   1 [ZEN] Goblin Guide
   1        Sacromancy
   1 [ZEN] Vampire Lacerator
   1 [CFX] Kederekt Parasite
   1 [MI] Shadow Guildmage
2 Drops:
   1 [ALA] Goblin Deathraiders
   1 [SHM] Inkfathom Infiltrator
   1 [ON] Wretched Anurid
   1 [RAV] Dark Confidant
   1 [DIS] Rakdos Guildmage
   1 [TE] Dauthi Horror
   1 [CHK] Nezumi Cutthroat
3 Drops:
   1 [ZEN] Gatekeeper of Malakir
   1 [DIS] Rakdos Augermage
4+ Drops:
   1 [VI] Nekrataal
   1 [ON] Grinning Demon
   1 [FUT] Tombstalker

// Spells
cost1:
   1 [LG] Chain Lightning
    1 [ZEN] Bloodchief Ascension
cost2:
   1 [IA] Incinerate
   1 [TO] Chainer's Edict
   1 [TE] Diabolic Edict
   1 [FD] Magma Jet
   1 [9E] Volcanic Hammer
   1 [MOR] Bitterblossom
cost3:
   1 [ZEN] Hideous End
   1 [US] Arc Lightning
Throw enough goblins at any problem and it should go away. At the very least, there'll be fewer goblins.
