Better late than never: Notion about Relentless Rats forming an exception (alongside Shadowborn Apostle) to one-of-each-card has been added to highlandermagic.info

And Relentless Rats has been legal in singleton formats since the beginning of 2009.

I'm more concerned about the future implications if we
push further into the direction of sanctioning HL

Sanctioning a tournament for a Tournament Organizer, who is most often also
the shopkeeper, is completely voluntary, and the ruling Council made just
emphasizes that. However, there are several perks for the affiliated Wizards
Play Network (WPN) retailer to sanction their tournaments, be it just "Casual
non-rated constructed" as it would be for HL.

And no-one should take my word for granted as haven't worked as a shopkeeper,
tournament organizer or even as an employee in a shop, but I can quote certain
people who have, and know how the system works.

You remember it right.

Relentless Rats had previously an additional ruling in Gatherer that said:

"12/1/2004 This card's text does not override other format-imposed
restrictions on the number of cards. For example, in a Highlander format, you
would still only be allowed one Relentless Rat."

I can see that ruling has now been removed.

When it has been removed, I don't know, but I guess one can dig out that info
from http://yawgatog.com/resources/. Either by checking "Comprehensive Rules
Changes from Set to Set" or by checking "Oracle Changes from Set to Set". It
should be covered in one or another.

In singleton on MTGO one is allowed to play with any number of Relentless
Rats. E.g. see screenshots at http://puremtgo.com/articles/commander-johnny-boosh-thrumming-it-marrow-gnawer

And since comprehensice rules now state that Relentless Rats (and Shadowborn
Apostle) card text overrides the format rules, it's allowed in HL.

You're right that no-one should visit the page just to check the changes on banlist. I'll construct a RSS-feed from highlandermagic.info. I'll inform here once ready.

But seriously, asking if something x wil ill thing y is wrong approach. As side
events are more or less at tournament organizer's discretion, I would ask from
them why they decided on dual commander, but not French EDH, Canadian highlander or
this highlander.

And from what I know tournament organizers: they want that things run as
smoothly as possible. Against this is our proxy system (IE/CE/gold cards)
which make sanctioning and policing a tournament more complicated.

here is my list. I switched Portent with anticipate and massacre with deep analysis (enables a kill with only 2 mana)

I may be missing something, but what is the kill requiring only two mana? I
count the kill costing in total four mana (activation of Oath, then paying on
upkeep U for Memory's Journey for Will (2B) ?

Having played a lot of games with Chain of Vapor in my Breakfast-deck i cannot understand the hype about this card. Even in a combo-shell i sometimes hated the card because of it's drawback and had to play around it alot.

That's probably because Chain of Vapor was in a wrong shell, especially if you use Hermit Druid in your Cephalid-combo. I guess you noticed getting into situations in which you couldn't use Chain of Vapor since it would let your opponent to bounce your combo outlet too?

Chain of Vapor has its uses, and they are specific. Everyone of us are blind to certain degree to the card choices we make, especially when they are pet cards.I've been known to jam Crop Rotation in to every deck that runs green, and come to learn it's not always correct thing to do.

I request to receive a statement from the council why Imperial Seal is banned.

It's too expensive. Once Wizards reprints it as a judge foil, then sure.

Alternatively, if majority of the players think that price point shouldn't be used as an argument, then sure, it can also be unbanned.

But then logical follow-up measure would be that all IE & CE cards will also be banned.

I see this also as a question to the player base: would you like to see highlander to be a possibility, to be arranged as a Friday Night Magic?

I used to play lot's of combo earlier, but now it seems that everything is dead(you can still play them, but it is hard to gain consistent results with it). I will do some more attempts, but I am very sceptical now.

Post the decks you run somewhere. I'd like to see what builds you're playing with, and if there's something to make them better.
