We had a small questionnaire regarding the banlist before the tourney, that I want to share with you:

67 players played on the tourney and 25 of them (37%) stated, that they are OK with current banlist.

We (from Slovakia) don't care that much about which day is HL, since we travel really far anyway, but to have only modern the other day really kills us. Some uf us (me included) don't play modern at all and then it is just a 1-day event for us, which makes it completely not reasonable to visit. Legacy or a limited tourney would make it much more appealing. I mean - I know that we are just 4 or so coming from Slovakia, so it is up to you at the end, but if possible, please put there something more the other day. Thanks

I have always been a supporter of the gold bordered cards in this format, since it allowed more players to play this format here in Slovakia. The cheater-factor or something like that never came to my mind in HL format. HL players play it because of the fun this format offers, not the prices...

That being said I myself use them even when I have also normal ones. I can keep eg. my legacy decks intact this way.

That's my 2 cents. You can disagree of course...

1. I also think that the WL is not such a big issue. Especially not after change to Free mull, since you do not have the option to sculpt your hand to have a exactly the curve you kind of wish so much by sending away lands in excess for example. So it happens a lot more, that you have more lands and 1 wasted random dual land does almost nothing. At least thats my feeling - I try to use WL a lot more on some special lands.
2. For the scry mull - it has really been welcomed well here,cardthere is no issue I believe. From the strategic point, it looks to me like you have almost 2 free mulligans. Because if you count that scry1 as 0.5 card, it is like 7=>7=>6.5 cards. So, if players are really trying to find some key cards, they have more tries in fact in every game. Which I personaly like and dislike at the same time. I felt like free mull was enough for HL decks. But I am anyway OK with any change and I can adjust always, so ...

on 11.10.2015, we are organizing one of the biggest tournaments in Slovakia - a traditional Mtg.sk Cup - an 11th annual tournament.
Last year, a whopping 67 players competed on this tourney, and we do not expect lower number this year!
Also, if Vazdru confirms to me, it will also be a trial for your HL GP - so an ideal chance to get a BYE for both finalists.

I look at the Duel commander a bit differently - to me it is a way to bring Commander players (usually very casual players) to play 1on1 and therefore to bring them maybe even to Highlander and vice versa - to bring Highlander players to play more Commander.
Two very different communities, with very different player opinions on games and cards, but same target - to seek more fun in this game.
More formats means more fun to me and I think those 2 formats are as close as possible to each other while both being somewhat special.

I even started mixing those 2 formats in Bratislava community right now - one week HL tournament and Duel Commander the other.
I will update you, if it works and if it makes people play both and therefore bring more players to both formats - mainly HL of course
