Season II starts if there are 10 participants.

Players are still able to join a running season. Although it would be nice to find one or two participants more before season II begins.

Not to sound rude but this is something you could have easily google. But to your question: Morningtide is legal in sanctioned formats from February 1, 2008. (http://www.wizards.com/default.asp?x=judge/resources/banned)

i think we should adopt the date of WOTC for other tournaments -> 1 february (plus no sooner than we have an official patch for MWS so that there isnt any errors due to different patchs)

also when it becomes legal there should be an annoucement here

i think registration for season II has closed.. but you can register for season III, once it has been announced.
